I had this problem after updating win 8 to 8.1 and installing loads of programs of which one suddenly wanted to install Net3.5 first before it would install. Trying to do this by various means always led to the same win error message that I could not download the necessary updates.

I had a longish 'hang' with Win8 on a SSD during appearance of the system tray icons, and it was totally cured last week when I updated my Radeon driver to the latest one. It was already uptodate with the previous driver. So my hang was something to do with the graphics driver.

To run Defender update each day separately from Win Update, just set up a Task Schedule to run
"C:\Program Files\Windows Defender\MpCmdRun.exe" -SignatureUpdate -MMPC
That is what I do as I only run Win Update when there are updates, not automatically downloaded and installed.
