The best possible way to fully format my laptop ?!

Hi guys, im going to install Windows 8.1 on my laptop, but can somemone tell me whats the best way to fully format my laptop, like fresh new ( i dont mind waiting ), i know the normal way to install windows but i dont think that will format it completely, however if thers any other way im waiting ?! :huh::party:

The best way is to delete all partitions during install and let windows format and create new ones

well, im not a pro in formating, but it takes more time to format a USB, than the time when i click format a partition (this dont convinc me that is being fully formated ), if you have a link or something for what u sad, please could you share it ? :)
edit : i delete partition by clicking on a partition and click delete and then at end click new ? is that it ? or its supposed to do via clean all way on diskpart ? !

No new needed. Once all partitions are deleted, press Next. The installer will create and format the partitions it needs.
