This looks like a hardware problem to me.
A device is broken/faulty

But more likely probably a device is not compatible with windows 8.1 or the wrong driver or no driver is installed for that device during the windows install.
You are using Plextor M6e 256GB M.2-2280 SSD does windows DVD/usb installmedia already have these drivers?
You are using a TV as monitor for your system has windows installed drivers for this device, if you have it use a normal monitor during install.
Install windows on a as bare system as possible.

When the system first time restarts after login/ hi welcome could you get in Safemode and see if the system gets past the inlog screen.
Look in Device Manager if there are devices with yellow or red exclamation marks, this could be the devices with problems/compatibilty or driverproblems.

damn sorry to waste your time
I'm referring to a different system , sorry
the asus is my default\

this system is
Aspire TC-105 | Desktops - Tech Specs & Reviews - Acer

mobo:
ASRock > FM2A58M-VG3+ R2.0

will try your ideas
I don't think I can get into Safe Mode

( system reports there has not been a proper installation - which is true )

I'm almost certain there's no hardware failure
flashed BIOS today, upgraded firmware via seatools on the seagate 1TB
no errors in memory or HDD , PSU new , cpu fine ..

its the lack of a legacy driver, sata controller, that is causing windows to restart
something missing from BIOS to Windows that's stopping the installation
something I haven't loaded like a motherboard driver ( sata )
But you normally do that straight away after windows is loaded

Its a nightmare this as I'm betwixt and between
were i in windows however bad shape we could test
but I'm not IN yet, failing upon load in scree /boot

I wish I could understand if anything on the motherboard downloads would help
BIOS settings are just normal

can I disable SATA controllers , what would that do ?

Thanks

p.s I have Hirens Boot CD
so can load a mini XP environment
to do tests , but which ?

What if during the install windows Update installs a (wrong) driver(version) for a device.

What happens if you install windows, the old way without internet connected and no updates, and when it hopefully starts complettely first install all the drivers from your motherboard cd.

I know there is a way in windows 7 installlation to get in Safe mode and get into device manager to disable devices ( nb. do not uninstall)
But i don't know if this also will work in windows 8.1 installation.

See this tutorial Device Manager - Access During Windows 7 Installation - Windows 7 Help Forums

For info of option see this Advanced startup options (including safe mode) - Windows Help

Try the low video option, maybe the resolution of your TV monitor is not right and you can adjust.
Safemode with networking to get in Device manager to see if there are problem devices and maybe update the drivers.
Then 9. Disable automatic restart after faillure, maybe you get a notice what is the problem and you can use that as a starting point to solve it.

That is for if windows can not find the HDD or DVD/Cdr rom devices to install the OS.
But your drives are found and you can install with your DVD/CDrom.

Its not a login issue or password, its a BOOT thingamajig

What I don't understand is the only thing the same is CPU and memory
are there tests for them? CPU nice and cool
I checked that in BIOS and did memtest 40 mins no issues ..
will swap over the memory so ..

What if you install only 2 modules or even 1 module.

Is this memory compatible with the new motherboard.
Change the commandrate from T1 to T2.

yes memory is compatible as I ordered a FM2+ socket motherboard
that would take the CPU and memory modules

swapped em over , fine
don't know T1 to T2
but I have options to lower the DRAM latency
was on 1600, dropped to 1333 ..

I'm currently booting a new install off the USB drive via media creation too
to isolate the DVD which is totally unplugged + my DVD of win8.1 may have errors
its desperate stuff

do you know of any CPU tools that i can run to stress the CPU ?
temp good , memtest86+ passed .
.new cables as new PSU
thermaltake one of the best makes its 630w , one I took out was 200w

The only things left are indeed diff memory mods and the CPU
will try to take out 1 module at a time.

I am used to BSOD when memory goes bad
nothing to indicate there is a problem there ..

thanks for sticking with me dude

it does help to know you're there ..

I've made rebuilt fixed 100's of kits /builds

my birthday on 1st jan
1 more day for this stuff
here what I'm picking up tomorrow:

CH Products Flight Sim Rudder Pedals

and there's only 1 game around that they're for ....

you heard of it >>>>
