Fresh install on win 8 machine

Hello, I am looking to do a fresh install on my win8 MSI laptop, I am currently on upgraded to win8.1. As I understand my cd key is in the bios and I have talked with Microsoft support and they claim I can just do a fresh install from the Win 8.1 Iso. Would like to confirm if this is true ? Also is there a program like RT seven Lite for windows 8.1 ? All thoughts appreciated.

yes but you need to install UEFI clean install
