To save aggravation I think I would Clone from hard drive to SSD. Then if you still think you need a clean install do it. It will take you all of 20 minutes or so to clone Using Macrium Reflect.
If you decide to Clean install from the get go let us know how it goes I haven't seen this come up yet on upgrading to 10 and going forward. Its my understanding that once you upgrade to 10 your hardware is registered on MS Activation server. What part of your hardware is actually set up? You would think that MS would allow us to change a hard drive since that is the most likely failure point.

Win10 is not activates using a license key -- as were the previous versions. Instead, it is activated using a hardware hash -- which is computed and sent to the MS activation servers when you do the Win10 upgrade on a machine. If you make a "significant" change to the hardware in that machine, it will be deactivated and you will have to Phone MS to get it reactivated.

That said, I have changed the hard drive in an activated Win8.1 machine numerous times and never had it deactivated -- but with Win10, the rules might be different.
