Cloned drive won't boot

Win 8.1 Pro x64. I cloned a 128gb SSD to a 256gb SSD one, trying both Samsung's cloning software and Todo Backup Home's, both successfully, but the new drive won't boot. Returns one of three errors;
- disk read error
- MBR Error 1
- system32\winload.exe error / 0xc000000e

A common solution to the latter is to boot from a Windows CD and run bootrec /rebuildbcd from a command prompt. For the moment, that option is cut off because my CD/DVD drive isn't being recognized by the BIOS, only by Windows (got a post about that on the TweakTowns Gigabyte forum). So I've booted from the old drive and the new one is plugged into a USB port. My question is whether or not there's a way to run a fix from there, without the new one actually being in the boot seat. I've tried running bcdboot from a command prompt with the new drive's current directory, F: - "F: bcdboot c:\windows / s/ f:" - but that returns "failure when attmepting to copy boot files." Thanks. That string returned "Failure when initializing library system volume." I did check windows disk management and the new drive is currently labeled F. Also, I tried plugging into a SATA slot, just not as the boot drive, but it's not recognized.

does the disk use a system partition

the cloned system partition is labeled as an active primary drive (NTFS) in Partition Master. The rest is unallocated logical. Thanks for the file, but the problem at the moment is the DVD drive isn't seen by BIOS, only Windows. That's why I posted here for an alternative way to get at it. Very odd situation with that DVD drive.

Btw, does it matter which Win 8 CD I use, the original or a Win 8.1 ISO I created for a reinstall a few months ago?

Mount your windows 8.1 ISO and copy all the files to USB - boot from usb
or for a more usable recovery enviroment - download win8.1se in sig below

Boot from USB stick - copy contents of ISO file (or DVD) to usb device

I installed the latest ISO from MS on a USB stick, ran repair and bootrec /rebuildbcd. It looked successful, the SSD still returned the winload.exe failure. Ran USB stick again and this time the error message was the following:
Boot Config data for PC is missing or contains errors
File: \EFI\Microsfot\Boot\BCD

So, what would you suggest trying now?

Tried the How to Fix the Mast Boot Record in Win 8/8 from Bootrec to Diskpart, but it didn't succeed. Had the idead of running sfc /scannow on the cloned drive to see if that might fix it, but it returned enough errors that it couldn't be fixed. But that gave me the idea of running Yamicsoft Windows 8 Manager's repair of system components on the old drive and then recloning, and it worked - well, at least so far... Have been able to boot into the cloned drive a few times. Strange thing is, though, when it did finally work none of the other drives, HDD or DVD, showed in BIOS setup.
