Solved Laptop shutting down while setting up Windows 8.1

EDIT: Safe Mode on windows 8.1

My laptop (originally windows 7, then bought windows 8 pro, then updated to 8.1 pro) was beginnig to get slow, so I deided to clean install it. I used a windows 8.1 pro iso downloaded from the windows program (mediacreationtool) and put it into a tdk 16gb usb stick using Rufus. I install it and it all goes good, but when it reboots and it says something like setting devices; the pc shuts down. If I boot from hdd, windows doesn't boot (it says that it hasn't booted properly and to reboot). If I boot from usb I need to do it all again. The laptop is an ASUS K54HR.
Any help?

EDIT: Don't know how, but managed to install it. I reinstall all drivers, but when I reboot I get the new BSOD with IRQL_NOT_LESS_OR_EQUAL. This happens right after the windows logo with the circling dots. I found out that I need to go to safe mode. I tried using that usb, the original windows 8 cd and a newly created recovery drive, but neither show Startup settings under Advanced Options. Spamming F8 had the same result. I need to get into safe mode without touching windows first; or find another way to fix irql not less or equal.

Go to BIOS settings and change your boot order or make sure you can run advanced boot options to get to safe mode.

It is alredy going to the USB so BIOS is ok. Advanced boot options don't show up, that's my problem. I Might reformat again but the laptop shutting down after a while issue still remains
