Windows 8.1 setup not creating an installation usb drive

So I just bought windows 8.1, it downloaded fine and I want to put it onto a usb to put windows on a new computer I just built but when the windows setup tries to put it onto the usb, it shows what is in the attachment. I have tied multiple times with 3 different usb's and all have said the same thing. Also I'm sorry if this has been posted before, i couldnt find it.

I assume you downloaded a windows ISO file.. If you double click the ISO it will open and show the contents of the ISO..
You need to copy those contents (files) to your USB drive - reboot your PC and select the USB drive from your boot menu
