I just put together my pc, I changed everything but the hard drives and videocard. when I put in my key to activate windows it said my key was being used on a different pc and to call a number if I changed hardware. I called and everything worked fine, my question is am I going to have to do this every time I reinstall windows now? and if I do, next time I call and the system asks how many computers I have used the key on, do I say 2 now or still 1.

Thanks for your time.

Next time, you could uninstall your product key first then continue on to the next phase, or, clean install next time so your key is not registered as 'in use'.

How to transfer Windows 8/8.1 license to new computer. -> link

Note: The activation robot asks you how many PC's you have installed Windows on. The correct answer is number 1.

Never works for me. I think uninstalling your key does nothing - I always have to phone up anyway if I haven't saved my activation tokens (I swap between VM and native boot a lot - several times a day).

Your just removing the Key from windows - it does not un-register the activation with MS

Good for removing a Hacked Key from Windows.. Or forcing the guy who purchased your PC to buy his own key..
