Windows 8.1 With Bing Clean Install on Dell Inspiron i3531

Windows 8.1 With Bing is only available for computer manufacturers to be used as pre-installed OS on low end budget laptops and notebooks. It is not available to consumers as a stand alone installer.

To reinstall Windows 8.1 With Bing you need to use the recovery media to restore the computer to factory settings. Consult the manual of your computer to see how the recovery is done.

That's what I suspected: I can't use the steps outlined by genet in the following link for creating installation media for Windows 8.1.
