the drive where windows is installed is locked

hi guys...
recently i changed my toshiba sattelite motherboard,and insert hard drive then,start machine dndt find any drive then i used,to refresh mypc then i recieved a message the drive where windows is installed is lockedi used ms.dos to unlock the drive but failed.?
any one plz help me out ...

Unless you know the password or can get the drive manufacturer to give you some kind of master reset password, the drive's as good as useless. Long story short, I was told this, in person, by a Toshiba engineer a couple years back. They have no way of undoing passwords set at the BIOS/uEFI level on a drive. Now, if we're talking some other kind of drive locking, you'll need to be more specific.
