Error 0xC000000F can't get in boot and install windows

So my laptop Toshiba satellite c660 1np could not boot up, so I read on the internet that enabling fast boot would work.
I did that and it worked.
I wanted to refresh my laptop so I wanted to install windows 7 again.
After formatting my drive and trying to install windows, the error:
windows cannot be installed to this disk. this computer's hardware may not support booting to this disk. ensure that the disk's controller is enabled in the computer's BIOS menu.

And then I restarted my laptop and then this came up

I can't enter bios because this screen comes up and now my windows is formatted and I can't install it. :confused:

In one sentence: Can't get in bios and can't install windows on my laptop

You would enter the BIOS/UEFI before you ever got to that screen, so that part of things hasn't been established yet. However, I would say this has all the markings of a failed HDD. Unless you deliberately disabled something in the UEFI/BIOS config, which seems unlikely considering you're confused about how to even access it, when Windows won't boot you tend to have one of two causes: 1) The filesystem on the drive is damaged beyond any reasonable hope of repair and you need to completely reinstall the OS or 2) the drive is in an early state of failure where it may work perfectly fine for a few seconds, but then fall over.

One other possibility is that since you're trying to install Windows 7, you didn't make a copy of the Win 7 install media for use with a UEFI based system. Someone can correct me if I'm wrong, but I think there's actually a separate error message for that.

With luck someone will have another idea that will fix the issue quickly, but I would definitely be prepared for the worst-case scenario of it being a bum HDD. If the unit is under warranty, be sure to make Toshiba replace the drive if it becomes necessary to replace it.
