Reinstalling Wİn 8 by DVD

Hello,
My girlfriend's PC has crashed a few days ago. We had upgraded it to Win 8 Pro and then to Win 8.1 last year (starting from Win 7). Windows cannot boot and we have tried everything to recover but it didn't work. So we took all necessary files from the disk via a Linux Live CD and decided to reinstall Win 8.
At the moment I am in France and my girlfriend is in Turkey. I had made the order for her in the past so I tried to use Upgrade assistant on my PC (which has similar specs) and download an ISO to send her for the installation.
But the Upgrade Assistant says that Win 8 isn't available in your region.

Here is the summary of the situation:
We have a Win 8.1 PC that cannot boot.
We have the Product Key.
We need to create an ISO to reinstall Win 8.

Can someone propose a solution? None has worked for the moment.
If the upgrade assistant will work in Turkey, we can find another PC and download it there but as I am not sure whether this will work, I wanted to asked this question.

Would a vpn connection allow the downloading ?

Say he could choose New York as his location.

I watch region restricted videos on YouTube using my Avast vpn connection.

Actually, the region is Turkey and I am in France. I guess that was the problem. But now, the download is finished. I made an ISO and nearly finished uploading to Onedrive. From there, she will download it in Turkey and burn, etc... Quite a twisted way to solve the problem but that was the only possible way for the moment.

Uploading a Windows ISO to OneDrive (or anywhere on web) for someone to download, is technically speaking Counterfeiting.
