I have an asus s500ca ultrabook it has a 24gb ssd which is being used as a cache drive and a 500gb HDD which has windows installed on it. If I wipe out the 500gb hdd and re-install windows 8.1 on it and leave the 24gb drive alone will it still act like a cache drive?

Not by default.

Although you could. Why do you want to reinstall?

Sounds to me like you have one of those Hybrid drives, If so, you can't control what goes on the SSD part of the drive that is all controlled by the firmware of the hard drive.
So the answer would be yes, but verify what hard drive you have and insure that it is just a Hybrid drive.

Well it originally came with 8 and I took the 8.1 update which hosed my recovery. Ive been having freezing issues and some other minor issues like instead of waking up from sleep it just restarts. So since I cant refresh and go back I figured id just re-install windows 8.1 and install all the drivers and software myself. I think its a hybrid drive I had it open to install some ram and I didnt see the ssd chip or card or what ever in there just a hard drive. I just looked it up I have this. Hitachi HTS545050A7E380 andSanDisk SSD U100 24GB

Well that sounds like you have a M2 or msata SanDisk u110 Solid State Drive (SSD) this is a separate drive. I have no Idea how that set up would be. You probably can't see it as complete disassembly would be required to get to it.
I really have no idea how this set up works. Hang in there someone will come along that does for sure.
