I Think the problem is that the CPU isn't INTEL / AMD so the only way might be to see if some sort of Virtual machine software runs on android and then try and load up a windows virtual machine. Judging by the low power of the CPU etc in a chromebook the performance is likely to be horrendously slow even if you could find some software for Virtualising Windows on an android platform.
If you could load some sort of "Normal" Linux distro on the chromebook which actually boots then you could install vmplayer - and hence a Windows guest OS. Even in this case the performance on the chromebook will be "Gacially slow".
If you want to delve into this sort of stuff you could also try messing around with an old program called QEMU but good luck to you --you are on your own on that one.
