    Try booting right from the USB thumb drive and bypass Windows.
    How do I do that? And if I boot right from USB, will that initiate reformatting/recovery sequence? Sorry for having to be spoon fed this stuff guys.... I'm PC skills aren't terribly strong.
    You change the boot order in the BIOS so the USB thumb drive is first. Then the PC boots right from the thumb drive instead of the hard drive. You'll then get the short version of that menu with a reset option. Recovery Drive - Create with USB Flash Drive in Windows 8 If your PC has a one time fast boot menu use that. On my laptop I can press the esc key on boot up and get a quick boot selection menu. I then select my USB thumb drive for that one boot up. On the next boot up it automatically goes back to the hard drive.

    EDIT: it looks like its the F12 key for the one time boot, see Theog's post above.

    When you have USB Recovery Drive booting, go to TOSHIBA Maintenance.

    Alright fellas. It looks like I'm in business. I just got done resetting and going through the initial set up. I'm back on Windows 8. We'll see if my WiFi issues dismiss themselves. If nothing else, at least I can now reset this PC for private resale. Thanks so much for all of your help guys. Fantastic resource!
