How to get Windows 8 ?

Hi,

I had purchased Windows 8 and I had to format my HDD. Now i installed Windows 7 and want to upgrade to Windows 8 but I cannot find the upgrade assistant for it. Secondly , I found one but it says Windows 8 is not available in my region for download / sale. So it means that I have to buy Windows 8.1 again ??? Earlier I had got Windows 8.1 free as upgrade from Windows 8 store.

What do I do ? How do I install Windows 8 and then goto Windows 8.1 ??
If I run Windows 8.1 upgrade assistant it asks me to purchase again.
