Can Win 8.1 be downloaded as a standalone update

All I seem to see with Win 8.1 is a full install with a 2x or 3X GB install. Is there just a standalone update that can be downloaded and added to an already existing Win 8 install? Thanks.

In effect it is a new OS, so there is no incremental update - just the 2-3GB download, if done via the Windows store it is pretty automatic, if done by the WindowsSetupBox.exe route can be run as an upgrade from within Windows 8, but there is confusion about when or whether to use generic product keys to start the upgrade, and then to activate with your Windows 8 key after installation.
