Help transitioning computers

My sister had an old PC that died recently that was running windows 7. She has an external HD, but for some reason, has never use it to create a backup. So I pull the HD from the old windows 7 PC and put it in an enclosure, and we bought a new Windows 8 PC. The problem is, since the old HD is just in the enclosure but isn't backed up, I can't figure out how to migrate all her old programs and settings from the old HD to the new computer. Is there a way to backup the old HD so I can run the automatic set up in windows 8?

The only way I know of to preserve installed programs would be to get the old Win7 installation running in the new PC, and then install a Win8 upgrade as an upgrade-in-place over that. That'd require that you have access to an upgrade copy of Win8, with a matching license. (Expensive.)

It may be possible, but I can't recommend it. I hope that you have installers for all of the software that you wish to keep from the Win7 machine.
