Let me start off by saying, my friend is the one issuing this problem and not me, I'm currently on skype with him (he's on his other laptop). Neither of us have ever used Windows 8 before, so this is very troublesome to solve.
He bought a laptop online from CyberpowerPC, turned it on, and it asked him to go through a set up. He put in his e-mail, and all of the other information that was required. It made one account that worked, but he added another e-mail to it, so he couldn't access some things that he wanted to, so it made another account for him. He felt he was doing something wrong, so he put in the restore disk to hopefully restore it to before he made the accounts.
Now every time he boots it brings up the intel screen, says preparing automatic repair, and then diagnosing your pc. At the end of that, it loops back to the intel screen and repeats.
