I have windows 7 Professional on my laptop at the present. If i order the Windows 8 Professional 64-bit (Full Version) will it give me the option to up grade or will i have to replace all my programs?

it depends, if you have 64 bit win 7, you can upgrade it and you do not need Windows 8 pro System buider.
If you have 32 bit version, you can not upgarade it even by Windows 8 pro System buider 64 bit.
