Can't get video card to install in new build win8.1

I recently built a computer with all new parts and I can't get my video card installed. The computer doesn't seem to see the card at all and I'm also unable to install any drivers...I keep getting this error 'application install: install package failure!' whether I use the CD or download the latest drivers from the website. Card is Radeon R9270 GV-R9270C-2GD. I'm positive I have the card in securely and everything connected, as I have checked and rechecked many times. I'm a bit at my wit's end here as none of the advice I've gotten elsewhere has worked.

How can you SEE the video card is not being seen / you must have video
Is it not being seen in device manager?

Is it not being seen in device manager?

If I connect to the card, I get no video. If I connect to the onboard video I get a picture and no, the card does not show in the device manager.

go into your bios setting and look for dual moniter display
or enable onboard features

check out the MOBO website to explain the bios settings

Maybe silly question but do you have added power connectors (2 x 6pin) to the card connected ? If so, is PSU powerful enough to handle it. ?
