I just found my answer on "tomshardware.com", here it is:
Chris McGhee August 7, 2013 8:33:26 PM
The issue I found with the "%1 is not a valid win32 application" was that the installers were calling on a common installer base to run. As it turned out it was corrupted on my machine. After removing the "Installer2" directory from "C:\Program Files\NVIDIA Corporation", I had no more issues.

Glad you got it fixed. I was going to suggest DDU as a last ditch effort.

Thanks! I'm glad that worked as my son's girlfriend was waiting for her PC. I built her the PC and she just installed the GTX-760 to play WatchDogs and she was getting blue screens after installing the latest NVIDIA drivers, so I'm thinking this was the cause of her issues. She's taking the PC home tonight and she'll let me know how it goes...

THE system is still experiencing BSOD's on win 8.1 Pro, like it was on Win7, so I'll be troubleshooting this weekend to see if I can get to the root cause and fix it...

The BSOD's were caused by the motherboard, specifically the IDE/AHCI mode. I had to select IDE mode instead of AHCI mode to eliminate the BSOD's.
