Display cuts in and out during video playback, gaming.

I'm not sure if this problem is with the GPU, but I think it might be a good place to start.

Up until recently, I was running Windows 8.1 on a custom build with the following: Athlon II X4 610E processor, Silverstone NT01-E cooler, MSI 890-GX MoBo, 4GB OCZ DDR3/1333 RAM, Zotac GeForce GT 240 GPU, AuzenTech X-Fi Home Theater Sound Card, Western Digital 2TB Caviar Green, Corsair GT 120 SSD, Samsung SH-B083 ODD, and Silverstone NightJar ST40F PSU.

With this build I noticed that there was a certain tendency for the screen to "flicker" when the video changed (ie, starting a Netflix video, a Hulu video, movie on WMC, etc). It generally occurs at the start of a video and it's conclusion, being most annoying on Hulu because it does this at the start of a segment, just before the commercial break, and during the commercials.

Since I'm transitioning to gaming on my PC, I replaced several components, upgrading to a EVGA GeForce GTX 770 DUAL SuperClocked GPU, Intel Core i5-4570 processor (stock cooler), CORSAIR Vengeance LP 16GB (2 x 8GB) RAM, ASUS Q87M-E LGA 1150 MoBo, and CORSAIR CX series CX600 600W PSU. I also reinstalled Windows 8.1.

I had hoped that this would clear up my issue as a side benefit, but that is not the case. In fact, in some instances it's frequency has increased, mostly only occurring at the times I've come to expect, but I was watching a Hulu video just a few minutes ago and the number of times the screen flickered was nearly unbearable.

Does anyone have any ideas as to why this could be?

Would have to add everything up, you're sure PSU is not maxed?

How would I be able to tell?
Also, wouldn't the PSU being maxed just trigger a shut down, as opposed to a screen flicker? As I said, this generally only occurs when there's some kind of "change" in the video feed

You made a lot of hardware upgrades, why I questioned the PSU. Can go to each manufacturer site and see minimum power requirements and add them up.

Other obvious thing is drivers and codecs. Are you talking live streaming when this happens? Could be your router or ISP.

Nvidia drivers were just updated today, not sure what codecs would be of use but I run Shark007.
Ironically enough, I was just live streaming a basketball game and had no issue.

EDIT: I'm not seeing a lot of power information on these parts, but the GPU draws 250 watts and requires a 600 watt minimum PSU, so that shouldn't be the problem right?

If you had no issues with the basketball game tells me could be your router or ISP. Any difference between HD or Standard video?

As far as PSU, that is minimum. Have to factor in how much of a load with other peripherals.

Well you're right there. I did some experimentation with how the signal was sent to my tv, specifically cutting my sound card out of the equation. Viola, problem solved (I think. Haven't done any serious testing yet).
So on the one hand, I'm happy that it doesn't appear to be an issue. On the other...I let the sound card beat me.
