after replacing graphics card screen is lagging and tearin

hey,
I just upgraded from my geforce g210 to a radeon 4850. I also upgraded my psu to a Cooler Master B500.
When I first started up my screen was tearing like hell and it had input lag.
I thought that this was because the drivers so I installed amd catalyst (I think that was the driver).
I restarted my pc and still the same effect. I uninstalled al the nvidia drivers and software, rebooted my pc and still the same effect.
Also the most applications are giving a black screen.

I use this splitter: Splitter DVI-I - DVI-I+VGA
Because my gpu can only output dvi and my monitor only vga.
Can you guys tell me how to fix this problem?

ow yeah,
I run Windows 8.1 Pro 64bit
CPU: Intel quad core 2 clocked at 2.50GHz
I installed modded drivers for it beause I coould not install the default drivers. Link for the modded drivers: ATI Catalyst 12.11 Beta 11 Modded driver For Legacy GPU - Guru3D.com Forums
I removed every Nvidia driver,software and registry key's.
In safe mode I had no lag after all but that was probably because the res the lowest 360p or something.
Feel free to ask more info.

I installed already the latest drivers but I always got errors, also the older official drivers didn't work. So with the modded drivers got no error at all but still that tearing and lagging like in the video. Is the problem maybe from the splitter?

Try one monitor at a time, physically disconnect one, try, reconnect that one and disconnect other, try.

I think your problem is with the VGA/DVI adapter or the refresh rate of the monitor. What is the refresh rate of the monitor? If set at 60hz try changing it to 75hz.

When I change a resolution my monitor automatically change the resolution back and set the frequency to 60Hz, however in Catalyst Control Center the refresh rate was set to 75, so I played with it a little bit and set it back to 60Hz, and still same effect, maybe it is because I'm on Windows 8.1. I posted this also on the amd forum and a member/staff member said this:
"4850 and 8.1 is a no-go. Go back to windows 7 or get a card that is still supported. You experience the "issues" because you're running the standard VGA drivers, as the 4850 has no 8.1 drivers and never will. Whatever you tried to install has no 8.1 support."
If this is true, how I can go back to Windows 8 without losing all my files and programs.

No...because that would require a clean install of 8. Did your GT210 work with 8.1? If so I'd put that back in and then upgrade that 4850 to a 6xxx series for next to nothing.
