Disable scaling on high DPI not working?

I have a HTPC set to DPI 125%. Some of my programs look weird due to the scaling. When I try to use the setting in properties to disable scaling for a program, it does not work. Any suggestions as to why?

It applies under elevated token (as admin) only when set for All Users, the button right under the checkbox, will bring up another similar looking box. Checking that will make it work for both modes

In that case just go the manual route, right click the executable file and Troublshoot Compatibility, select the option that it's not displaying correctly and Windows will keep gussing until you tell it that something worked. It takes a while and I thought it was ridiculous that I had to answer if the app was showig up at a certain size to the OS, but it's never failed. I just assumed you were looking for the quickest fix, and most of the time that does it.

I've got all dpi scaling off now by default, but it was such a long process that it would take weeks to find out which parts worked, which didnt, and which made recovery necessary, one which was only possible through system restore. If that hasn't scared you off it's all in a thread I've been keeping updated by my lone self :) http://www.eightforums.com/customiz...ling-disable-windows-8-1-all-files-users.html
