I let MS install the default video drivers for my onboard HD 4290. Then, later, I saw an update on the AMD site with "legacy" 13.1 drivers for the HD 2x/3x/4x series -- so I installed those. While that didn't fail, it didn't appear to do anything much, either.
I was able to open CCC, but here on Win8, it's pretty much useless as it provides me NO video info and no way to tweak any settings.
Then today, I saw another notice of the 13.4 legacy drivers and installed those -- same results.
UPDATE: There are videos on UTube that show how to do this ... essentially, you select the W8INF folder from where AMD expands the driver pack and install from that. If you're using an HD4x-series, only install the 13.1 Legacy, not the 13.4.
