Windows 8 64bit, 6gb RAM, Graphics card Gainward GTX460 In the last week boot up has been very slow and the screen resolution is lower than recommended (1920x1080) at 1024x768 . Then the mouse smears across the desktop until I change the resolution to the recommended 1920x1080. Is the problem in Windows 8 or the graphics card.
How can I test the graphics card? :dinesh:

Did you recently install a windows update or update your graphics driver?

If so go to your device manager and uninstall your graphics driver reboot

(this boot may be slow as well, whenever you add/remove drivers the next boot is usually a little slow, but fine afterwards)

Is the mouse still smearing?

If NO then download & Install (do not install from CD) your graphics drivers..

Any change?

Grarphics Card

Thank you Brooklyn, First I apologize for a late response. I made a silly error, I used the Reset command instead of the Refresh command!! Yeah, I know there is one born every day. So to cut a long sad tale short. I reinstalled Windows 8 and all the other programs. In the mean time I removed the graphics card and removed the plastic cover, gave it (the card) a good clean with a paint brush, cleaned the copper connectors with a plastic eraser, put it back firmly, made sure it was properly installed. Prior to this I did a sfc /scannow and there were a couple of files that could not be repaired. Therefore the repair. So now all is well and I am quite happy. I must admit it took longer to do than write about it. Again thank you for your input. Have a nice day.
