Pop up windows not getting focus

This is quite annoying me for a long time, things like confirmation dialog box, file copy Window do not get in front most of the times, either its focus is lost or it pops up behind the current Window. The only way to see those boxes is to click them separately in task bar.

I think many of us should hav this problem, hope I put up the problem with right words

I have noticed this too.

This happens at times with Windows 7 for me.

Oh glad there are few with this problem, I think there is no workaround for this unless Microsoft fixes it. So is there a way to file/report a bug officially?
