Can't log-in and automatically restarts

Hi! I was playing a game called osu! With my wacom intuos draw graphics tablet connected and after a while my laptop started lagging so I decides to quit my game and restart my laptop. After my laptop has booted I entered my password and I can't seem to logon and when I tried to go to power options it said "no power options available" and after awhile it just restarts. I have tried to do automatic repair but it didn't work and refreshing my also don't work as I have little storage space left. (I do not want to reset my laptop to factory settings because I have a finals project to submit in a few days.)

And it seems safe mode also don't work because it said that rcp is unavailable or something like that.

Also this error seems to pop-up every time I boot my laptop: Imgur: The most awesome images on the Internet

Reset your (TCP/IP) Protocol. To do this You Run Command Prompt as an administrator. And in the command line type:
netsh winsock reset
and then reboot the computer.
This issue is sometimes caused by the install or uninstall of a program that relies on the winsock structure to operate such as anti virus anti spyware stuffs.
