Problems port forwarding on my PC

On the PC i am currently posting this on I am having problems port forwarding I need help to figure out if it has something to do with this computer or my router my router is an ASUS RT-AC68U the router company did not help and when I called my computer company they told me to call the router company anything at all that could help please post.

Go to your Router's settings (assuming you know how to get there) and look at this picture (http://portforward.com/english/routers/port_forwarding/Asus/RT-AC68U/RT-AC68U3.jpg). Go to this location in your router.
At the bottom:
1) Enable Port Forwarding
2) Make sure your computer always uses a certain IP number, and never changes. Do you know if your computer is set up for this?
3) Port Range: The port you want to go to you
4) Local IP: Your IP number that never changes.
5) Local Port: I guess the same IP as #3
6) Protocol: Both
