Cannot use "Refresh PC and Remove all files" option

I've been trying to factory reset my ASUS Q400A laptop but every time I've tried, it says cannot find recovery drive or if I try to make a recovery, it says missing required files. I've looked up many solutions on this site and can't seem to fix my problem. I don't know if it's my laptop that's messed up, or if i'm just dumb and am overlooking something. I even went to GeekSquad and realized it was a terrible waste of $130. I still have the viruses I had before.

Can someone please help me figure out how to fix this issue?

I bought it pre-owned at a CompUSA which had Windows 8 installed on it. I don't think it was the full version as I had to buy a Windows 8 product key, which was done from the MS store digitally which is apparently invalid now.

With the Windows 8.1 Setup Media, It doesn't let me pick the USB option because it doesn't detect my usb ;-;

it's in NTFS format. Is there something i'm doing wrong or do I just have to do .ISO file and buy blank cd's?

if you have the windows 8.1 ISO - you need to copy the contents of the ISO to a Fat32 formatted USB

the creation tool should give you option to make USB - insert USB before running tool
