Trouble Accessing Advanced Windows Startup Settings

Hello. I'm running Win 8.1 Embedded on an Asus laptop. I want to "disable driver signature enforcement," so that I can use a device that doesn't have a signed signature. I've tried the various methods to get to the setting where I click restart and reboot into the settings prompt, but after I click restart, the PC just boots normally and I never get to the screen with all the startup options.
I've been browsing for a while and have found a few others with this same issue but no resolution. Here's one for example:
