    Missing d3dx9_32.dll

I just reinstalled windows 8 so everything is super fresh....however i've encountered a problem. I am trying to bring up a program called "MikuMikuDance". and it's giving me an error d3dx9_32. I am trying to downlpad the latest version of direct x which will actually resolve this issue however i can not seem to get ahold of it. I mean it's like pulling teeth. When i launched one program it gave me a windows 10 upgrade launcher. I don't want it plus i haven't even been forced to upgrade to windows 8.1 yet. Yes it's this recent. What should i do?

If you really don't want to update your windows, you can try to download d3dx9_32.dll from d3dx9_32.dll: Download the file d3dx9_32.dll for free on
Then copy/past the file to C:\Windows\System32 and C:\Windows\SysWOW64\

No download availabel for Windows 8:

DirectX 11.2 is included in Windows 8.1, Windows RT and Windows Server 2012 R2.
Note There is no standalone update package for DirectX 11.2. You can only install this DirectX version through Windows Update in Windows 8.1, Windows RT and Windows Server 2012 R2.
There is no support for Windows 8. You need to upgrade to 8.1 which includes the latest DirectX.

    Download this,

extract and run the dxsetup.exe, play your game.

This should be done on any clean install of Windows regardless of version as a lot of games don't install the necessary DirectX files and rely on the one(s) in Windows.
