Picture upload issue

Not sure if I can explain this well enough but here goes.

I take pictures on a Galaxy S3.
I post pictures to a forum.
Before posting, I download them to PC.

Pictures taken in the vertical (portrait) mode need to be rotated 90* clockwise to appear in the right orientation on the forum.
Windows 7 completes this rotation function without a hitch.

Here's the problem...
When I use windows 8 or 10, the rotation step, in any direction, does not work so the picture always posts sideways.

Don't blame the forum, W7 and Mac accomplish the task just fine .

Thanks for the quick reply Rich.
Windows 7 and 8.1 both say Windows Photo Viewer.
10 doesn't tell me but I assume the stock viewer as I have added nothing.

1) Make sure the files are not "Read-Only" (right click on the picture > Properties. See if Read-only is checked. If it is, then uncheck it, and try it again).
2) A little hecktik solution, but guaranteed to work: Right click your image file, and select Edit. This opens the picture in Microsoft Paint.
Under the Home button on top, click Rotate, then Rotate right 90 degrees Fahrenheit, then save the image using that little purple disk icon in the top left of the program. Try getting used to this method for rotating your pictures. I love Microsoft Paint since I can do a lot with it.

1)They are not read only and as I said the process with W7 is simple and easy as it was with XP.
I will just use 7 for posting to forums instead of taking the extra steps with 8 & 10. Since 7 will be around for a while yet, it's not a big deal and maybe the 8-10 brains will catch on and change things, just for me.

The default viewer in Windows 10 is Photos which I don't like, not Windows Photo Viewer. Try changing to Windows Photo Viewer and see if that solves the problem.

Associate a file type or protocol with a program

Scroll down to the image types like .jpg, .bmp. .tiff, etc. I currently have the following set to use WPV:

Your suggestion had merit but I was a bit sceptical since 8.1 has WPV as default and it doesn't work there.
I followed your advice and went into W10 changed default to WPV and still have the same problem.
I think this forum has the same parents so I'll see what happens here.
The first pic was taken in horizontal (landscape) mode.
Second in vertical (portrait).
Third is the second one rotated 90* CW with W8, WPV.

Edit...
Third pic would not upload so perhaps 2 is the limit.
I'll try putting #3 the rotated one in a following post.

Ok, let's see what happens when I do that with W 8.1...

So, I downloaded to desktop and it was on it's side.
Rotated 90 and it was upright.
Uploaded it here and you see the results.

How do you get the pictures from the cell to the PC?
Where on the PC are you placing them?
Keep in mind I have 3 PCs...W7, W8.1 and W10.
Until recently my main use PC was the one with W7.
It has always trucked right along with this procedure;
Plug in phone via USB.
Copy pic and paste to desktop.
Horizontal (landscape) pics can be attached to a post as is.
Vertical (portrait) are rotated 90 CW and attach to the post properly.
W8 and 10 won't accept the rotated ones and attach as shown above

Thanks for sticking with me here Rich and exercising great patients.
Let's just forget the W10 machine for now as I can't get it to connect in Safe mode with networking.
This, my 8 PC, is the one I use every day so let's see what we can find, if anything.

I should point out here though, other people on the same forum have been having this issue and we all just thought it was a phone software issue and resolved ourselves to using landscape for anything we thought we might want to post. Until I discovered that 7 works and 8 doesn't.

Ok, so, now what?
There must be a box somewhere that needs to be checked or unchecked...maybe?

Now we need to figure out what is causing the problem.

You could start by disabling all startup programs in Task Manager, Startup tab (record what currently starts so you can re-enable them when done if you want).
Reboot and see if rotate works. If yes, use the above to start enabling them a few at a time until the problem returns then you will know the cause.

If rotate does not work doing the above, use the Services tab of msconfig (Windows Key + R, type msconfig and press Enter).
Check the Hide all Microsoft services box, record all that currently start, then Disable All.
Reboot and see if rotate works. If yes, use the above to start enabling them a few at a time until the problem returns then you will know the cause.

Takes awhile but once you find the culprit, uninstall it and if necessary see if there is a newer version that doesn't cause the problem.

Hmm, just an after thought;
Is there any merit in comparing the start ups of the two PCs first; W7 and W8?

Wouldn't hurt. May be as simple as a single program you have on 8.1 and 10 that is not on 7.
