Solved Changing windows language

I have just bought a laptop in Spain for a relative who lives there but wants the language to be in English.

I tried using the control panel to add a language but the download of the relevant pack stalled before it downloaded.
So I found a download for the language pack but when I tried to install this the installation started but stalled almost immediately.

Has anyone any suggestions as to what the problem might be?

Update:
It eventually installed so all is OK now.
