Why do programs take so long on my moms laptop?

My mom has the same laptop as me except her's isn't the touch screen version. Her laptop was fine then all of a sudden it started taking like 3-5 seconds or longer to open programs. She'll try to go on the internet and it'll take awhile to open the browser. Why is this happening?

Sometimes when things slow down I will use CCleaner to clean things.
or
Restart.
or
Run sfc /scannow
in admin cmd prompt.
If it finds problems it can't fix I run
Dism /Online /Cleanup-Image /RestoreHealth
in admin cmd prompt.
If it completes successfully I run sfc /scannow again.

Virus scans help.

Many things can cause a slowdown.

It could also being caused by fragmentation, meaning that the hard drive has to search a little bit to gather everything that is needed to open the program.

Since Tim87 said the slowness came on all of a sudden, it's unlikely the issue is file fragmentation which happens gradually over time. Defragging the drive won't hurt, but I don't think it will solve the issue.

I suspect a virus or malware so scans of those type are in order. Open Task Manager and see what processes are running, click on the column header labeled "CPU" so that the processes will be sorted so that those using the highest cpu % will be at the top. If there is 1 or more processes that always seem to be in the top spot then those are the ones that you should investigate as to what they are.

The question is, is her pc being maintained?
Because that would explain it.
