[Help] Stuck on Windows 8.1 Automatic Repair Loop Screen

So recently my PC wouldn't boot into my hard drive and I didn't have a USB lying around so I can clean install it, it was hanging and freezing at the bios loading screen and everything. I finally was able to boot into System Recovery using F11 and it started to do the automatically repairing your pc, then it was in an infinite loop of a screen where it basically says my BIOS, the version, then checking memory, then CPU. It was an infinite loop like I said and now whenever I boot my PC up it's stuck on that screen, it freezes right on the spot where it was checking what processor I have. I will post my specs considering it's a big help for troubleshooting - not a fan of opening my PC and removing things.

OS - Windows 8.1 PRO
MEMORY - 4GB
BIOS - Phoenix AwardBios v6.00 (2008, yeah it's quite old.)
CPU - AMD Athlon x64 +4800 Series (2 cores, 2.50)
HDD - Maxtor 350GB I believe, don't know the exact model.

I decided to look around on the internet but 90% it's people saying your computer fried and random bull, anyway thanks, hope I can fix this issue soon.. sucks too because I just bought WoW.
I don't care if all the information on the HDD gets wiped I just want my computer to be working again.

To me it sounds like you have a hardware issue or a BIOS issue. Can you get into your BIOS by pressing F2, Del, F9, F10, or F11? (Not sure what it would be for you. It varies between BIOS manufacturers and models). Im going to lean towards hardware and say its a RAM issue. Probably a bad DIMM. If you have access to another computer, download MemTest86 and burn that to a disk and boot from it and let it test your RAM to see if it errors out at all.
