i require assistance with automatic repair loop

As it says in the title i am suffering from an automatic repair loop....
it happend after i shut it down for the night, i assume it went to update to windows 10, and i couldnt find my charger for it but the battery died in the middle of the download (30%) the next day.. i went to turn it on.. it went into the automatic repair...
it got all the way to "Automatic Repair failed" would you like to restart computer, or go to advanced options... i can click on either advanced options or restart computer but both lead to the same spot... a large black screen with NOTHING....

computer specs:
Windows 8.1/windows 10.??? 64 bit
recently crashed HDD it was repaired successfully...

can you see your cursor in the middle of the screen if you can the click enter type in your password then press enter again, with a bit of luck your desktop should appear, if you mess up your password then re boot notice where the cursor is and re enter your password then press enter again

I had a very similar outcome from a failed Win10 upgrade attempt on an HP laptop running Win7 Home Premium. It was plugged in to the charger but it also failed at 30% and left the laptop in an unusable state. I had to order Recovery Media from HP and restore the laptop from scratch to get it fully working again.

If yours is not a preinstalled PC, then you might be able to restore it by reinstalling from Win8.1 media -- but you'll need a working machine to download the ISO file and create a USB stick or DVD from that file.

Mark is there any possible chance that a computer technician would be able to fix it, or rather would it be cheaper to get a computer technician to repair it?.... and it is a windows 8 preinstalled, but i upgraded to windows 8.1....
honestly my issue is how they assume i wanted to update to windows 10 in the first place... i had clicked NO... and when i went to shutdown it said "update and shutdown"... i had no choice in the matter...
