Right clicking on desktop, slow to open properties box

When I Right click on my desktop it's slow to open the properties box. It takes 10-15 seconds. I noticed this in the last two months and I did a fresh install after giving up on Win10 this week and it's still doing it. I figure it's an update, but which one? Anyone have a resolution to this?

Does left clicking anything take 10-15 seconds as well? or is it just right clicking things?
Also, is this just on your desktop, if you right click in a folder, does it take a long time to open the properties in a folder?

It's just the desktop. Left clicking on the desktop doesn't have a function. The mouse is new, Logitech Anywhere 2 MX or whatever LOL I'll check the link above, thanks.

I checked that link, doesn't seem to relate to my problem since it's only on the desktop. It started like said a few months back, did a fresh install this week and it's the same problem. I really believe it was some Windows Update that's the cause. When there's a 188 updates I wouldn't even know where to begin except to screw my system up. LOL
