Some windows maximize on move but not touching edge (8.1)

On some windows (i.e. Internet Explorer, Windows Explorer...) when you grab the window header to move the window on the desktop and drag the window anywhere (WITHOUT touching any edge of the monitor) a big green outline of a 1 appears (we only have one monitor) and there is a thin green line surrounding the desktop and when you let go of the header the window automatically maximizes.

To our knowledge nothing has changed since yesterday (when a move of a small window DID NOT do that).

Do you have a Restore Point from just before you noticed it?

I do not think so, but I can check.

The only thing I can think of that was possibly changed was eliminating the star page on boot (go directly to desktop).

You could try turning that off. If you move the Desktop Tile to the top left it will be the default tile. As soon as you have start screen hitting enter will go to the Desktop. I have tried some start menus that will bypass the Start Screen. But the ones I like usually have some glitch so I just do it this way.

I had only one restore point. Restored to that. Computer re-booted. Then tried to apply Windows updates (this is a new computer). Got to 100%. Computer re-booted. Then said preparing Windows. Then said "We couldn't apply updates. Undoing Changes. Do not turn off computer.". It's been doing that for about 10 minutes now.

So either the restore point worked or the changing back to on boot go to Start (not Desktop) worked.
