Hacker created IPv6 & IPv4 boot options

For the past three months I have been getting hacked. I sold my desktop for all of its parts (MB, RAM, CPU, GPUs, etc.). I am working solely on my laptop now (Alienware 17) and there are still traces, which include the boot options labeled IPv6 Tunnel and IPv4 Tunnel.

I was going to get a new SSD for my laptop, but I think that's just throwing good money after bad, at this point. After reading about similar issues, it seems to me that these boot options are on the RAM and not on the SSD I currently have installed (or on the motherboard). They have basically set up my computer as a workstation on the Windows NT platform. There are still 34 traces being run on my computer. I have reinstalled Windows more than 50 times over the course the past few months. The fact that the installation prompted me to confirm the installation with Microsoft ONLY one time, which leads me to believe that Microsoft is aware of what's going on or I have been working on a workstation that is a shadow of my real operating system?!?!?

Can anyone tell me, definitively, if I will need to get rid of my SSD and/or RAM or should I explore the option of replacing my laptop entirely? Also, if I go spend the money for a laptop, won't I risk having the hacker come back into my system only to do the same thing again?
