SettingSync Off - Files still coming

Turned off SettingSync via registry
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\SettingSync\Groups

but the SettingSync folder is still filling up.

Any way to stop files from downloading?

Control Panel/Sync Center/manage Offline files/turn off "enable offline files" that should do it for you.

On my version (8.1) I have Control Panel/Windows Mobility Center/SyncCenter

When I click on Sync Settings nothing happens!?
