Security Settings Managed by System Administrator

I have Windows 8.1 installed on a two month old Lenovo X1 Carbon laptop. When I turn Bitlocker on, in Control Panel I get a message that says " for your security, some settings are managed by your system administrator." Well there is only one user account and I am the administrator. Does this message mean that Bitlocker is not working properly?

It's working properly.

By design Windows 8.1 doesn't default to making user accounts (even if its the only one) administrator.

This is so when your user account credentials and access rights are compromised due to malware or a process running under your user, the damage is contained to some degree.

You're still able to access the administrator access rights, that's why you get constant popups asking you to confirm actions you perform in windows. Each time you click yes, you're giving administrator access to whatever process it is causing the UAC confirmation.

You can enable, and use the administrator account quite easily. But there's no benefit to using it over your current account, only risk.
