Windows 8.1 recovery disk boots to black screen

I can't boot into windows or safe mode or advanced recovery options. I have tried two different USB drives to boot from and on each time I get the windows logo with the spinning circle, but it eventually goes to a black screen with no mouse cursor. My motherboard does not support integrated graphics. Does anyone have an idea?

you can try to boot my recovery iso > win81se < link in sig below.

format your usb stick to fat32 and then copy the contents of the iso to the usb
