I got the automatic repair loop, no idea got to fix

i am completely stuck, also it doesnt read any admin so i cant go to the commend prompt or restore it, basically nothing the only option is to restarst it lol, my friend told me to get a install windows 8 into a USB from my laptop and use the the usb to reinstall it all over, but what else can i do to fix this problem
