explorer.exe frozen/windows button no right click

for awhile now since I've got Windows 8.1 Pro x64 bit, explorer.exe will randomly be frozen and i will not be able to right click on the windows task bar button to open the start menu or to go to the metro screen.. also the charms on the top right do not work till i restart explorer.exe and it'll solve the problem for a short period of time till it happens again.

I've ran Malwarebytes/Avast and no virus/malware has been found.
clean install and updated Windows 8.1 Pro x64 bit completely and still issue occurs.
sfc /scannow I've tried several times and no errors were ever found.
I tried clean boot and this made no difference.
any help would be appreciated.

Might be hardware related, updated video card drivers and other system drivers from manufacturer's website.

I've got the latest GPU drivers.. it's been like this for past & new gpu drivers..
I did update my chipset and my realtek audio & network drivers.. don't think that could of caused it.. it was like that before?

I use CCleaner on a daily basis, it's a great program..
as for shellexview, I downloaded it and opened it.. not really for sure how to use it or what to do.. it's all new to me.

ShellExView gives you description and product name of software using that shell extension, as there usually highlighted in Pink, see in image. Can right click one and select disable. Try one at a time, see if issues goes away, then try one more and so on.

CCleaner can do this open CCleaner go to Tools then Startup move arrows on top right in box to get to the Context Menu, highlight one and select Disable to the right
