How to stop windows auto-maximizing when they are opened.

I have a tablet with Windows 8.1 installed and it's relatively new, so I'm not 100% sure if this problem is inherent with it or if it was something I did.

When I open a most windows, they will automatically maximize. ( This is a pain with dialog boxes.)
Note that I'm not talking about the aero snap feature (docking) when windows are dragged to an edge.
These windows return to their stored positions when normalized, and when closed in a normal state, will still open maximized the next time they are opened.

I have tested this with one of my own apps that writes its position and state to appdata, and Windows will force it to maximize regardless of the saved state.
(That is, in the code I tell it to display in a normal state and this is either ignored or it is maximized shortly after it is displayed. I think the latter is the case from seeing one window display normally briefly before being maximized. It works fine on other PCs.)

I have tried refreshing the install, and resetting the install, but I'm pretty sure it didn't rewrite the registry because I had turned off the aero snap feature, and it was still off after the reset.

Any help with this would be much appreciated because I have run out of options.
