Solved Jumbled Characters on Startup, Not Booting

So I recently switched to windows 8.1 from 7, had to clean my PC out so I decided to upgrade. After initial setup I installed my NVIDIA driver along with a few others, and rebooted. The image attached is what comes up if I turn my laptop on. I already ran a checkdisk, and it had no errors. I also have run the SFC scan. Any ideas? I cannot get past this screen, only to the BIOS. Thanks guys!

I'm not opposed to reinstalling the OS, but I've already done that twice. The first time messed up because I removed the Windows 7 partition without fixing the boot record. Silly me!

So I've spent the last few hours repairing my data partition along with reinstalling Windows 8 for a third time. Still, after the initial driver installs and first reboot I get the exact same screen. Any ideas guys because I am so lost :(

1. Do not to install the driver.
2. check NVIDIA website/forums and see if there are other people saying anything about the driver not working
3. check you are downloading the right driver.

Well, turns out I ended up reinstalling the OS. Only issue is my data partition wasn't showing up and I lost all my files. It works now, but I never figured out why the screen was doing that. I used the same process and drivers so it must have been something with my HDD.
