Lock Screen - Only "half" Updates

Hello! I'm using Windows 8.1 on my PC, Home Edition I believe. And I've run into a strange issue where I try and update the image for my Lock screen, but the only time I see the new image is when I shut down and start up my computer. Whenever I sign out of my account, the "old" lock screen is what appears. I've tried searching Google for solutions that have included looking in the Registry editor and manually resetting the System Data folder by deleting it and letting Windows make it new. However, the change clearly is saved in the system as it does show up when I start the computer up. Further, whenever I go to PC settings, it is always properly "set" to the new image, it simply doesn't show it when I sign out. Any idea what the problem might be?

To add a little to this. I also have Windows 8.1 on my Laptop, and it's hooked into the same account. When I "sign out" on my Laptop, the new lockscreen appears. This issue happens solely on the Desktop.

I had had the same issue ( 2 laptops ) and here is what worked for me:

1. Disconnect from Microsoft account on your desktop PC.
2. Turn Desktop PC off.
3. sign in to laptop and make changes to your Microsoft account.
4. reboot laptop to see if changes work.
5. turn on PC and switch back to Microsoft account.
6. reboot PC to see if things work.

Sign out. My guess is that you are using the same account for both computers and it's syncing to the laptop.
